Environmental regulatory agencies in the states of Michigan, Massachusetts, Minnesota, and New Jersey
were awarded an Environmental Protection Agency (EPA) Challenge Grant to develop a pilot, multi-state
manifest tracking system that utilizes key technologies of the Environmental Information Exchange Network
(Exchange Network). The pilot system demonstrates potential electronic tracking and management capabilities
of hazardous waste manifests from the original generation of the identified waste to its ultimate disposal.

The project involved the design, development, testing, and implementation of a pilot central e-Manifest
tracking system, and data exchange capabilities between this central system and existing state agency
information management environments through the Exchange Network.

The e-Manifest pilot project evaluated the implemented e-Manifest central system and state agency data
exchanges being used under a simulated environment and in parallel to existing paper-based manifest tracking
and reporting processes. The pilot period allowed project stakeholders to evaluate and identify what does and
does not work within the overall electronic manifesting solution. This stakeholder input is invaluable and
could have considerable influence on an eventual national e-Manifest system implementation, once the Solid
Waste Disposal Act is amended and the Environmental Protection Agency is directed to establish a hazardous
waste electronic manifest system.


Project Status

The e-Manifest pilot system was officially released to all project stakeholders on Monday, September 15, 2008,
and the actual pilot ran through through December 5, 2008. Upon completion of the pilot, Windsor Solutions
developed a lessons learned report. This report was created to examine some of the key issues that emerged
during the project and the lessons learned through their assessment and resolution. The document provides
useful insights for consideration in future national e-Manifest system and data exchange implementations.
