What is the e-Manifest pilot project?

Environmental regulatory agencies in the States of Massachusetts, Michigan, Minnesota, and New Jersey were
awarded a US EPA (EPA) grant to develop a pilot, multi-state e-Manifest system that utilizes the latest
information technologies adopted nationwide for environmental reporting. This pilot system demonstrates
potential electronic tracking and management capabilities of hazardous waste manifests, from the original
point of waste generation to its ultimate disposal. The pilot also includes the exchange of manifest data
between the central system and the four participating State agencies.

The purpose of the e-Manifest pilot was to evaluate the implemented e-Manifest central system and the
individual State agency data exchanges. The pilot operated in parallel to existing paper-based manifest
tracking and reporting processes, and it allowed project stakeholders to identify what does and does not
work within the overall electronic manifesting solution.

How can I interact with the e-Manifest central system?

The e-Manifest pilot solution offers two main ways to interact with the central system: user-centric and
machine-centric.

The user interface is capable of facilitating data management processes performed by a human and will
be based on single-manifest management. The user interface itself can be accessed through a standard
desktop browser, mobile browser, or a smart client application running on a mobile device.

A Web Services interface is also available to facilitate a multi-manifest data submission process. This
interface defines the messages and their content, and when implemented, allows external systems to
upload manifest data to the e-Manifest central system. While the method of submitting the data
through Web Services differs from that implemented in the user interface-based approach, the back-end
processes (e.g., data constraints, business rule validation, etc.) following the data submission are
identical.

Who is participating in the e-Manifest pilot?

Industry stakeholder input was also critical to the development of a successful, usable pilot electronic
manifest system. For that reason, representative industry generators, transporters, and treatment, storage,
and disposal (TSD) facilities played an important role in pilot project efforts. These companies included
Access Business Group, Consumers Energy, Enviro-Safe, Environmental Recycling Group, EQ Industrial Services,
Environmental Quality, Marine Pollution Control, Safety-Kleen, Triumvirate Environmental, and Veolia ES.
Additional organizations were recruited to join the four participating State environmental agencies and
Windsor Solutions in piloting the developed and implemented e-Manifest pilot solution.

What is the status of the e-Manifest pilot?

The e-Manifest pilot system was officially released to all project stakeholders in mid-September, and the
actual pilot ran for three months. Pilot participants included hazardous waste generators, transporters and
TSD facilities located or servicing companies in the states of Massachusetts, Michigan, Minnesota and New Jersey.
All potential user and system interfaces to the e-Manifest pilot system were exercised throughout the pilot.

Upon completion of the pilot, Windsor Solutions developed a lessons learned report. This report was created to
examine some of the key issues that emerged during the project and the lessons learned through their assessment
and resolution. The document provides useful insights for consideration in future national e-Manifest system and
